Go to the 'Details' tab, and find the process 'Bond.exe' Right click the process, and select 'Set affinity'. Uncheck the box for '<All Processors>', recheck 'CPU 0', and click OK. Right click the 'Bond.exe' process again, and recheck the box for '<All Processors>', and click OK. This has to be done every time the game is launched.
